CRM + AI automation for small agencies: HubSpot vs GoHighLevel vs Pipedrive

Which CRM fits a small independent agency's sales follow-up, by published price, automation features, and setup effort.

Short answer

A sales CRM sits in front of your agency management system to capture leads and automate producer follow-up. Pipedrive is the simplest per-seat pipeline (Lite $14, Growth $39/seat/mo annual), HubSpot combines marketing and sales but sequences need Professional at $100/seat/mo plus $1,500 onboarding, and HighLevel bundles CRM, texting, and booking for a flat $97/mo plus usage.

The problem

Most agency management systems are built for servicing policies, not for working a sales pipeline. Producers end up tracking prospects in spreadsheets and sticky notes, and follow-ups get missed. A sales CRM with automation sits in front of the agency management system to handle new business: capturing leads, following up, and reminding producers. The three options small agencies most often compare price and package that very differently.

The short version

  • Two to five producers who just need follow-up discipline: Pipedrive Growth.

  • You want texting, missed-call text-back, booking, and reviews in one bill, and you or a consultant will build it: HighLevel.

How pricing scales at 5 users (published list prices)

Pricing modelWhat scales with you
PipedrivePer seatSeats × plan, plus optional add-ons (LeadBooster, Campaigns)
HubSpotPer seat, by tierSeats, the jump to Professional for sequences, and AI credits
HighLevelFlat platform feeUsage (calls, texts, emails, AI), not users

Do the math with your own seat count and message volume, using each vendor’s pricing page. Add-ons and usage often matter more than the headline price.

Setup checklist (any CRM)

  1. Define 5 to 6 pipeline stages that match how you actually sell (for example New → Contacted → Quoting → Proposal → Bound / Lost).
  2. Decide which system is the “source of truth” for clients. Usually the agency management system holds bound clients and the CRM holds prospects.
  3. Import prospects only, with the consent status documented for each.
  4. Build three automations: a new-lead first touch, an alert when a quote isn’t followed up in time, and a lost-deal nurture.
  5. Set up producer dashboards: open deals by stage and activities due today.
  6. Review after 30 days and cut any automation nobody uses.

Compliance notes

  • TCPA consent for automated texts and calls. See our speed-to-lead guide.
  • State insurance advertising rules apply to marketing emails and landing pages.
  • Data security. Limit who can export contacts, and turn on two-factor authentication. Pipedrive Ultimate lists security alerts and IP restrictions.
  • This is general information, not legal advice.
